that will allow you to run a CSR electric water pump. Pretty sure the electric pump is just like hooking up and electric fan. How does an electric fan know when to turn on and off, is it a variable speed fan? These parameters usually don't have anything to do with the fan, but the controller you hook to the fan to run it. He said the "wiring is totally up to the user", therefore you decide what kind of controller to run. I haven't searched, but I'm sure there are electric water pump controllers out there that you can set to change the waterpumps voltage given rpms/temperature. Electric pumps aren't anything new.
